SUMMARY: Coordinates activities of internal and external groups to propose and

ESSENTIAL FUNCTIONS:
Lead the design, development and qualification of products and technologies.

Provide technical support to production and customer.
Perform administrative duties, program scheduling and tracking, budgeting, planning, correspondence, technical report writing, resource evaluation, etc.
Assist Marketing to define and negotiate with customers the technical portion of the business agreement.
Lead development, development testing, write ATP, and qualification test (procedure and report).
Participate in trade shows bringing technical knowledge to the show site if asked.
Prepare cost estimates and forecasts, budgets and schedules to coincide with sales plan.
Travel regularly. Mainly North America, Europe, Asia and/or South America as required.
Perform miscellaneous duties as required.
Responsible for promoting and abiding by the HSE rules and policies.

PRIMARY TOOLS OR EQUIPMENT:
Use of typical office equipment such as calculators, telephones, computers, copiers, printers, fax machines, e-mail, scanners, mechanical measuring equipment (such as calipers, micrometers, stereoscopes, etc.) and materials test equipment (such as shakers, actuation-based material testers, etc.).
KNOWLEDGE AND SKILLS REQUIRED:
Education and/or Experience (minimum): Bachelor of Science degree (BS) in Mechanical, Aerospace, Applied Mechanics or Engineering Sciences, 2-6 years mechanical engineering experience with emphasis on structures in a product development environment. Knowledge of mechanical drawing and design principles and practices, geometric tolerancing, general principles of dynamics, strength of materials, and familiarity with materials and processes used in the aerospace industry with a background in the use of elastomers as an engineering material.
Leadership Skills: Provide effective leadership by understanding the issues and direct with effective communication verbally, in writing and in presentations. Meet and deal with co-workers, customers and management professionally.
Problem Solving: Apply critical thinking and logic to issues. Define problems, collect data, establish facts and draw valid conclusions. Make sound decisions based on problem solving techniques.
Language Skills: Able to read, comprehend, analyze and interpret correspondence, technical documents and regulations. Communicate effectively verbally, in writing and present information to co-workers, customers, managers and government representatives. English is a requirement. Other languages (especially French) are assets.
Mathematical Skills: Ability to work with mathematical concepts used in engineering, statistics, calculus and basic accounting principles. Have good understanding of stress, finite element fatigue and vibration analysis. Apply SPC and data analysis to interpret results.
Computer Skills: Working knowledge of Windows environment. MS Office, Word, PowerPoint, Excel, Outlook, Access, Acrobat, Corel, Print Artist and other PC programs. Use Computer Aided Design (CAD) system. Experienced producing tables and spreadsheets for efficiencies, presentations and project planning.
Other Teamwork or Skills: Participate as a team member. Actively listen and participate in discussions. Assist engineering members or other departments. Reassess work based on goals and priorities. Complete tasks and manage others to be within deadlines. Work in a multi-disciplined environment. Organization skill sets desired.

Physical Requirements: While performing the duties of this job, the employee is frequently required to sit, stand, walk, use hands to finger, handle or feel objects and reach with hands and arms. I- OPPORTUNITY
The Security Manager is responsible for developing and formulating Plan International Cameroon’s security strategy, including budgetary, logistical, and human resources aspects. He or she is also responsible for advising management and the various teams on evolving risks and the security strategies to be implemented, and for coordinating, supporting, and mentoring Plan International Cameroon’s security teams. II ABOUT YOU
The Security Manager must have qualifications and/or experience in professional fields related to security; knowledge of training methods and experience in adult education are preferred. He or she must have extensive experience in developing security strategies, knowledge of security systems and procedures, and experience advising senior management and executives on security matters. He or she must also have managerial experience and experience in mentoring, in addition to 8 years of experience in humanitarian security or 10 years of experience in security in high-risk areas, with the ability to apply this knowledge to the humanitarian context. Experience in intersectional and individual security risk management (anti-racism, gender, LGBTIQ+, disability) is also required.

Role and Responsibilities:
Engage on top priority and complex agreements tied to large value transactions with commercial and military customers

This dynamic role will consist of the following key responsibilities:
Management, Tracking, Reporting and Communication with NA Customers (OEM’s & large Tier-I’s) Experience & Playbook Leadership
1) Define methods, develop “Playbook” and training curriculum for managing, tracking, and reporting internally across Hutchinson ADI divisions and vis-à-vis customers, to meet the level expected by customers from top-supplier and to provide internal and external clarity and visibility. Deploy and embed methods governing program reviews, production and rate readiness, and daily management reporting.
2) Ensure consistent execution across divisions and sites to constitute a ONE-ADI language while allowing flexibility for different products, customers, and programs (BTS, BTP, etc.)
3) Drive and monitor adoption and assimilation through sustained and coordinated engagement with division GMs, site leaders/plant managers. and other focal.
4) Repeat training of the divisions as necessary. Assist divisions to generate matrices, graphs and figures. Update material (playbook and training) to include the broadest NA customer span. Perform “train the trainers” for identified facilitators at the divisions.
Program Readiness, Tools & Transformation Execution
1) Develop and deploy standardized program review and production readiness tools and templates aligned with aerospace OEM expectations to best support effective and successful PMRs, PRAs, IRRs, and other contractual/operational requirements and obligations).
2) Lead and govern initial pilot initiatives focused on operational transparency, production readiness, and on-time delivery.
3) Translate pilot outcomes into scalable frameworks for enterprise-wide deployment across Hutchinson aerospace operations.
Quality Excellence Support & Customer Engagement
1) The main goal of this function is to provide the customers with an agile response at closest proximity when quality issues arise to establish Hutchinson ADI as world class in customer support. Help create a customer-centric culture emphasizing transparency, On Time Delivery (OTD) & On Time Quality (OTQ) across the divisions.
2) Serve as a local senior interface for quality matters maintaining tight interfaces with divisions and providing feedback which can be transformed into continuous improvement efforts.
In this role the director will work closely in a matrical arrangement with divisions Quality leaders and with Hutchinson ADI’s.
Impact
This role integrates three major pillars critical to strengthen Hutchinson ADI’s position as a trusted, execution-focused aerospace partner, improving customer confidence, accelerating production readiness, and enabling scalable growth across global OEM programs.

La Succursale du Burkina Faso recherche actuellement un (01) Chef Service Trade Finance et Cash Management.
Sous la supervision du Directeur de Clientèle Entreprises et Institutionnels (DCEI) le titulaire a pour mission de proposer et de mettre en œuvre après validation, la stratégie de la banque en matière de Trade Finance, d’intervenir en support des équipes de la DCEI dans le déploiement des produits de cash management auprès des clients et d’en assurer un suivi continu en matière d’utilisation et de bon fonctionnement, afin de contribuer à l’atteinte des objectifs.
Dans ce cadre, il/elle a les différentes responsabilités ci-après :
Analyser les caractéristiques du marché, de ses principaux acteurs (les grandes entreprises notamment) et leur flux financier et proposer en conséquence la stratégie de la banque en matière de Trade Finance et de Cash Management ;
Assurer, en collaboration avec les autres services compétents, la mise en œuvre de la stratégie en matière de Trade Finance de la banque et de Cash Management ;
Apporter (en cas de besoin) un appui technique aux autres collègues (Direction des Opérations, Trésorerie…) dans leur démarche vers les clients ;
Structurer, en collaboration avec les autres services compétents, les offres destinées aux clients relevant du Trade Finance et du Cash Management ;
Faire le suivi des performances de la Banque en matière de Trade Finance et de Cash Management et proposer au fur et à mesure les améliorations nécessaires en vue d’atteindre les objectifs fixés ;
Participer à des rendez-vous clientèle ;
Rédiger les propositions commerciales et en faire la pédagogie auprès des clients ;
Identifier de nouvelles opportunités commerciales sur le portefeuille clientèle existant ou non et faire les propositions idoines ;
Maintenir une veille concurrentielle sur ces produits et services ;
Effectuer les formations nécessaires auprès du client, à distance et/ou sur site, tant en savoir-faire (maîtrise du produit) qu’en savoir-être (comment utiliser le produit) ;
Effectuer le suivi du bon fonctionnement des produits et répondre à toute demande des clients ;
Suivre l’utilisation du produit par le client, détecter les baisses / insuffisances d’utilisation éventuelles et effectuer les correctifs / démarches nécessaires ;
Assurer la mise à disposition de solution alternatives en cas d’incident de fonctionnement.

Profil
Qualifications – Savoir – Savoir – faire :
Minimum BAC+4/5 en Gestion – Banque – Finance ou équivalent,
Bonne connaissance de la réglementation, des activités et opérations bancaires (notamment les opérations de commerce international),
Bonne connaissance des questions économiques, financières et fiscales des entreprises,

PRIMARY TOOLS OR EQUIPMENT:

Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) or the Head of Office (HoO) and direct supervision of the Resources Management Officer (RMO) or the Senior Resources Management Officer (SRMO); and, in close collaboration with the Regional Office (RO) for Kinshasa, Democratic Republic of the Congo, and in close coordination with the Department of Financial and Administrative Management (DFM) at Headquarters (HQ), the Global Shared Services Centre (GSSC) in Manila, the Finance Officer will be responsible and accountable for supporting and coordinating the budgetary and financial functions of the Kinshasa, Democratic Republic of the Congo, Country Office (CO).
Responsibilities
Provide support to the RMO/SRMO in monitoring and overseeing the financial management for all activities in the CO, including the oversight of financial expenditure and accountability.
Undertake preliminary financial analysis of programmes/projects implemented in the CO, monitor budget control processes, and follow up on the implementation of effective internal controls and the design and functioning of the financial resources management system.
Provide technical support to the Programme/Project Managers throughout the programme/project cycle to enable compliance with IOM’s policies and procedures and any donor-specific requirements.
Ensure that accounting data are properly entered into the ERP system, in accordance with IOM’s financial rules, regulations, and practices, and ensure the maintenance of accurate financial records, including electronic and hard copies of all financial supporting documentation.
Assist the RMO/SRMO in reviewing monthly accounting closure records and returns for accuracy, ensure that these are submitted in a timely manner, and completed according to IOM’s Accounting Policies and Procedures.
Assist in the preparation of the annual budget for the CO and the budgets for all new programmes/projects.
Inspect the Payroll versus programme/project budgets by ensuring that salaries are correctly allocated to the respective programmes/projects consistently with IOM's projectization criteria.
Coordinate and prepare the programme/project financial reports in accordance with IOM and donor regulations, requirements, and established procedures.
Liaise with relevant Units at HQ, Administrative Centres, and the Regional Office regarding accounting, financial, and administrative activities of the CO; provide technical inputs for reports on the financial situation of the CO.
Supervise and manage the Finance Unit’s staff. Support the RMO/SRMO in supervision of the CO's administrative management functions, including recruitment, personnel administration, and other related activities, in accordance with IOM’s policies and procedures.
Assist the SRMO in forecasting cash flows according to the activities in the CO and ensure daily control of funds disbursed; verify that programme/project funding is received in accordance with donor agreements.
Make recommendations on procedural improvements and contribute to the training of staff in the areas of accounting, finance, and compliance with financial procedures. Facilitate and support capacity building and knowledge sharing in the finance/accounting and budget field.
Provide support to SRMO in facilitating the financial audit of the programmes/projects in accordance with the donor agreements.

Qualifications
Required Qualifications and Experience
Education
Master’s degree in Accounting, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Professional certification as a Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), and Association of Chartered Certified Accountants (ACCA) will be an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in accounting, financial management, and reporting;
Experience in preparing clear and concise financial and management reports;
Experience working in and with international institutions;
Experience with internal control assessment, internal or external audit;
Previous work experience in the Region is an advantage; and,
Previous working experience in emergency operations is an advantage.
Skills
Knowledge of International Public Sector Accounting Standards (IPSAS);

CONTEXTE ADMINISTRATIF:

OBJECTIFS ATTACHÉS AU POSTE:
Assurer des fonctions d'appui spécialisées et/ou superviser le personnel qui met en œuvre les procédures et les activités standard d'appui logistique/d'approvisionnement de façon à pouvoir assurer efficacement la fourniture des biens et services, et ce pour toutes les modalités d'exécution.
PRINCIPALES FONCTIONS ET RESPONSABILITÉS (liste indicative et non exhaustive):
1. Apporter un soutien spécialisé aux opérations et aux activités d'appui logistique en respectant les procédures standard et en contribuant, directement ou indirectement, à la fourniture efficace de l'assistance alimentaire aux bénéficiaires.
2. Coordonner les demandes d'achat et veiller à la livraison en temps voulu des produits et des fournitures aux partenaires habilités et sur les sites autorisés.
3. Gérer les activités contractuelles des prestataires de services logistiques, y compris le suivi et l'évaluation de la performance.
4. Aider à collecter des informations commerciales et à évaluer les prestataires et les fournisseurs (transporteurs, commerçants, etc.) pour faciliter leur sélection.
5. Répertorier les demandes techniques et les demandes d'aide, y répondre et/ou formuler des recommandations les concernant, en faisant preuve d'esprit d'initiative et en suivant les procédures standard, afin d'assurer le traitement rapide et précis de toutes les demandes d'information avec un grand souci du service à la clientèle.
6. Assurer l'établissement, le suivi et la révision des budgets pour toutes les modalités d'exécution, et veiller au respect des procédures applicables conformément aux normes institutionnelles.
7. Superviser les opérations de gestion des stocks pour analyser les tendances et rendre compte de l'état des stocks, de la source au bénéficiaire.
8. Aider au contrôle de la qualité et de l'intégrité des données sur la comptabilité des produits.
9. Analyser la filière d’approvisionnement opérationnelle et contribuer aux évaluations et à la planification des opérations pour toutes les modalités d'exécution, afin de s'assurer que les exigences relatives à la chaîne d'approvisionnement sont prises en considération.
10. Gérer le traitement de la documentation relative à l'exécution des opérations logistiques (dédouanement, vérification des factures), prendre les mesures nécessaires pour résoudre des problèmes opérationnels et faire remonter les problèmes complexes au ou à la responsable hiérarchique.
11. Effectuer des recherches, collecter des données, mener des analyses, établir des rapports (rapports du Comité des produits, du transport et des assurances, rapports normalisés sur les projets, rapports de clôture financière, rapports d'inventaire physique, rapports sur la performance des transports, etc.) et veiller à l'exactitude des informations dans les systèmes internes, afin de faciliter la prise de décisions en connaissance de cause.
12. Assurer la liaison avec les parties prenantes internes et externes pour aider à gérer les opérations logistiques et contribuer à une prestation de services efficace.
13. Superviser le travail du personnel d'appui et donner des conseils et des orientations pratiques, afin de s'assurer que les objectifs individuels et collectifs sont atteints conformément aux normes et délais convenus, et ce pour toutes les modalités d'assistance.
14. Appuyer les activités logistiques de préparation aux situations d'urgence et d'intervention en cas de crise, y compris l'actualisation de l'évaluation de la capacité logistique et du plan d'urgence, pour renforcer l'intervention du PAM dans les situations d'urgence.

LA BANQUE :
Créée en 1964, la Banque africaine de développement est la première institution panafricaine de développement, œuvrant à la promotion de la croissance économique et du progrès social sur le continent. Elle compte 81 pays membres, dont 54 pays africains (les pays membres régionaux). Le programme de développement de la Banque consiste à fournir un appui financier et technique aux projets porteurs de transformation qui permettront de réduire sensiblement la pauvreté grâce à une croissance économique inclusive et durable. Pour mieux se concentrer sur les objectifs de la Stratégie décennale (2023-2032) et réaliser un plus grand impact sur le développement, Quatre Points cardinaux ont été définis pour intensifier nos interventions et accélérer notre action en faveur de l’Afrique, à savoir : Mobiliser des ressources à grande échelle pour financer le développement de l’Afrique ; Réformer l’architecture financière africaine ; Tirer parti du dividende démographique pour stimuler la croissance économique ; et Construire des infrastructures résilientes au climat et créer une plus forte valeur ajoutée à partir des ressources naturelles. Pour concrétiser cette vision, la Banque met en œuvre un ambitieux programme de transformation institutionnelle, comprenant notamment la réorganisation de sa structure organisationnelle afin de favoriser des réponses plus rapides, mieux intégrées et davantage ancrées dans les réalités régionales face aux défis en constante évolution du continent africain. Dans le cadre de cette transformation, la Banque entend remanier son équipe de direction afin de disposer de l’impulsion stratégique nécessaire pour mettre en œuvre avec succès cette vision et renforcer son impact sur le développement du continent.
LE COMPLEXE/DÉPARTEMENT QUI RECRUTE :
Dans le cadre de la réorganisation institutionnelle, le nouveau modèle prévoit deux (2) portefeuilles de directeurs généraux exécutifs, six complexes dirigés par des vice-présidents, en plus du chef économiste, ainsi que huit plateformes régionales de croissance. Cette réorganisation permettra à la Banque de mieux déployer des services consultatifs et des produits de connaissance de haute qualité et, surtout, d’accélérer son impact en matière de développement à l’échelle de l’Afrique. Les directeurs généraux exécutifs assureront l’interface stratégique entre le Président et les vice-présidents. L’un des deux (2) directeurs généraux sera chargé des ressources humaines, des finances, de la technologie et des services institutionnels ; et l’autre supervisera les opérations et la mise en œuvre régionale. Le portefeuille relatif aux opérations et à la mise en œuvre régionale s’articule autour de trois (3) complexes vice-présidentiels : un (1) complexe vice-présidentiel chargé des secteurs, des domaines d’expertise et de la connaissance ; et deux (2) complexes vice-présidentiels chargés des opérations régionales. Les complexes vice-présidentiels chargés des opérations régionales se sont vu conférer des pouvoirs accrus afin d’assurer le bon déploiement des activités de la Banque dans l’ensemble de ses pays membres régionaux et de superviser la mise en œuvre intégrale de tous les aspects liés aux plateformes régionales de croissance de la Banque. Ce modèle contribuera à rapprocher davantage les opérations de la Banque de ses clients, à développer ses portefeuilles d’opérations souveraines et non souveraines, et à accroître les revenus de la Banque.
LE POSTE :
Les cinq (5) départements régionaux existants de la Banque ont été réorganisés en huit (8) plateformes régionales de croissance, conçues selon un ensemble de critères plus larges qui vont au-delà des seules considérations géographiques. Chaque plateforme régionale de croissance sera dirigée par un directeur, chargé de garantir l’efficacité, la performance et la réussite des opérations de la Banque dans l’ensemble des pays relevant de sa plateforme, ainsi que la mise en œuvre intégrale de toutes les activités de la Banque.
Afin de renforcer la mise en œuvre régionale et la responsabilisation en matière de résultats, les directeurs de plateforme régionale se verront conférer des pouvoirs décisionnels accrus et mieux définis. Chaque directeur de plateforme régionale rendra compte au vice-président chargé des opérations régionales, selon les modalités suivantes :

Les candidats retenus pour ce poste devront allier une connaissance approfondie de la région à une capacité avérée à obtenir d’excellents résultats. Ils devront justifier d’une expérience avérée dans la constitution d’équipes performantes ainsi que dans le développement de partenariats fructueux avec des partenaires des secteurs public et privé.
PRINCIPALES FONCTIONS :
Le Directeur ou la Directrice de la plateforme régionale veillera à l’efficacité opérationnelle, à la performance et à la solidité du portefeuille de la Banque dans l’ensemble de la région afin de produire des résultats de développement à fort impact. Il/elle supervisera la mise en œuvre et l’intégration complètes de l’ensemble des opérations et activités de la Banque dans la région qui lui est confiée. Il/elle sera le fer de lance du développement des activités et des investissements à l’échelle régionale, en stimulant la mobilisation des ressources dans les pays relevant de son ressort et en développant de manière significative les activités de la Banque. Il/elle travaillera en étroite collaboration avec le vice-président et les directeurs du complexe chargé des secteurs, des domaines d’expertise et de la connaissance afin de mettre en œuvre le programme de la Banque dans la région et d’obtenir des résultats de développement porteurs de transformation. Le Directeur ou la Directrice de la plateforme régionale collaborera également avec des partenaires internes et externes afin d’accélérer les investissements du secteur privé, notamment en s’appuyant sur le Forum pour l’investissement en Afrique et sur d’autres initiatives similaires.
Les objectifs supplémentaires liés à ce poste comprennent notamment, sans s’y limiter, les éléments suivants :
Faire progresser l’intégration régionale grâce à la conception et à la réalisation de grands projets régionaux d’infrastructure et de développement, ainsi qu’au soutien apporté aux communautés économiques régionales.
Renforcer les capacités humaines et institutionnelles des pays et consolider le rôle de la Banque en tant que référence en matière de produits de connaissance et de services consultatifs destinés aux pays.
Développer une coopération efficace avec les institutions financières et de développement bilatérales et multilatérales afin d’accroître les opérations de cofinancement et de syndication de prêts.
Élaborer et déployer des programmes spéciaux ainsi que des services consultatifs destinés à soutenir les États fragiles.
Le Directeur ou la Directrice de la plateforme régionale mettra en œuvre son mandat en s’acquittant notamment des responsabilités suivantes :
Constituer une équipe hautement qualifiée et motivée de spécialistes techniques et opérationnels issus de l’ensemble des complexes sectoriels. Cela permettra à la Banque d’améliorer la qualité de l’ensemble de ses projets et de constituer des portefeuilles de haute qualité répondant aux besoins des pays membres régionaux et du secteur privé.
Appuyer les pays dans l’élaboration des documents de stratégie pays et des stratégies d’intégration régionale afin de renforcer l’appropriation nationale et d’accélérer la réalisation des Cinq grandes priorités (« High 5 ») de la Banque.
Renforcer les ressources stratégiques et les capacités techniques nécessaires à l’identification et au montage de projets bancables. Cela inclura la collaboration avec le secteur privé sur des projets présentant des retombées sociales à l’échelle régionale.
Assurer l’achèvement efficace des projets en rationalisant et en accélérant les processus internes, en renforçant l’efficacité opérationnelle et en accélérant les décaissements pour l’ensemble des projets approuvés.
Optimiser le rapport coût-efficacité dans l’ensemble des opérations et veiller à ce que les bureaux pays et régionaux fonctionnent de manière efficiente grâce à une gestion prudente des ressources humaines et financières.
Promouvoir une culture de responsabilisation axée sur les résultats dans l’ensemble des bureaux de la région.
Promouvoir la culture « une seule Banque » fondée sur les plus hauts standards d’éthique, de responsabilité fiduciaire et de professionnalisme, afin de protéger et de renforcer la réputation de la Banque.
Représenter la Banque dans la région et établir des partenariats solides avec les pays, les communautés économiques régionales et les autres partenaires de développement.
CRITÈRES DE SÉLECTION (compétences, expérience et connaissances) :
Expérience et qualifications souhaitées
Être titulaire d’au moins un master en finances, administration des affaires, droit des affaires ou dans une discipline connexe.
Justifier d’un minimum de dix (10) années d’expérience pertinente et reconnue dans le domaine du financement du développement international ou au sein d’une institution financière de premier plan du secteur privé. Avoir travaillé au cours des huit (8) dernières années à un poste de haute direction.
Avoir obtenu des résultats dans le cadre de projets complexes, de portefeuilles, de pays et de partenariats en Afrique, et avoir une expérience substantielle dans la planification, la mise au point et la gestion de projets.
Posséder une capacité avérée à s’engager efficacement aux plus hauts niveaux dans les secteurs public, privé et de la société civile, et à mobiliser des partenaires pour une action transformatrice.
Être capable de communiquer efficacement en anglais ou en français, avec, de préférence, une bonne connaissance pratique de l’autre langue. Pour la plateforme régionale de croissance Pays lusophones, une excellente maîtrise du Portugais, à l’oral comme à l’écrit, constitue une condition indispensable pour être éligible à ce poste, en plus d’une parfaite maîtrise de l’anglais ou du français.

Votre profil
De formation supérieure en Commerce, Ingénierie ou équivalent, vous justifiez d'au moins 5 ans d'expérience réussie dans la vente B2B de solutions techniques à forte valeur ajoutée. Vous avez idéalement évolué dans des environnements liés au logiciel, au SaaS, à l'Industrial IoT, aux équipements industriels ou aux services basés sur la donnée.
Habitué(e) à interagir avec des décideurs de haut niveau, vous maîtrisez la vente complexe auprès de grands comptes internationaux et savez mener des négociations stratégiques jusqu'à leur conclusion.
Doté(e) d'un véritable tempérament de développeur d'affaires, vous combinez sens du résultat, orientation client et forte autonomie.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP’s information and technology strategy for 2023–2026 sets a bold vision for accelerating the organization’s shift to becoming a digitally enabled, data-driven organization and advancing its mission of achieving zero hunger. WFP has made significant progress in this transformation, but to fully realize the benefits and meet growing operational demands, WFP will have to overcome structural barriers and deliver integrated, fit-for-purpose solutions that support faster, more effective humanitarian response. Complementing the IT strategy is a five-year digital business transformation plan. Developed in consultation with country and regional offices and global headquarters divisions, the plan reflects a “whole-of-WFP” approach to technology aimed at maximizing organizational impact. The investment plan proposes a shift from localized, tactical IT spending to the use of globally scalable, interoperable platforms.
Under the direct supervision of the Senior Coordinator, Digital Transformation Office (DTO), the IT Portfolio Manager is expected to oversee Portfolio of projects under the Digital Business Transformation Plan (DBTP) ensuring our IT solutions bring value and achieve the highest quality. The incumbent will be responsible for overseeing the delivery of projects that span across one or more business units and to ensure resources, schedules, KPIs and financials adhere to deadlines throughout the whole project management cycle (in coordination with Project Management Office-PMO, the Budget Manager, DTO, and additional TEC stakeholders).
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead and coordinate the oversight of a portfolio of complex initiatives/projects under the DBTP including the following duties:
Stand up the central Portfolio of projects in ServiceNow, ensuring business cases, risks and delivery performance is tracked.
Perform ongoing reporting to ensure Initiatives are delivering to agreed scope, schedule, cost and benefit for transparency and rapid intervention.
Collaborating and coordinating with key stakeholders, teams and PMO members by sharing project's planning and updates.
2. Benefits Realisation:
Ensure clear, measurable benefits are articulated for each Initiative with agreed baselines, targets and benefit owners. Establish ongoing tracking of benefit realization and establish reporting to the Technology Investment Committee and Digital Business Technology Committee.
Ensure Initiatives bring about cost-savings as planned, drive the decommissioning of legacy applications and reduction in Shadow IT and are in line with the Target State Architecture.
3. Coordinate with supervisors/managers of the Project Management Office (PMO) to ensure agreed objectives are respected.
4. Provide appropriate visibility of DBTP portfolio to senior management via regular reports/dashboards to enable informed decision-making and escalating potential risks and issues accordingly.
Ensure timely and quality quarterly reporting on the DBTP Critical Corporate Initiative
Support the Senior Coordinator, Digital Transformation with for his engagements with the Technology Investment Committee, Digital Business Transformation Committee, and other fora as needed.
5. Discuss and support the resolution of the issues and questions raised by the technical and functional teams of the projects.
6. Communicate clearly and manage stakeholders’ expectations about the main DBTP projects’ timeline, risks, quality, and costs, keeping them informed of progress of projects’ IT activities, challenges and achievements.
7. Ensure lessons learned are captured, shared and applied.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Business Administration, Economics, Information Technology or related fields. Project Management education/ certification desirable.
Experience:
Minimum 8 years of professional experience in project management within an Organisation and proven record of management and delivery of the full cycle of projects, ideally IT-related projects.
Knowledge & Skills:
Knowledge and experience with portfolio and project management methodologies, including Agile/Scrum and project portfolio management tools.
IT background or solid knowledge of IT.
Experience with managing teams with related areas of expertise.
Ability to interact comfortably with different levels of management, senior stakeholders and functional teams.
Experience with multi-vendor projects, delivery coordination and management.
Initiative and drive to meet deliverables on time and within budget.

Contexte
L’unité TEC du PAM Mauritanie assure la disponibilité, la continuité et la sécurité des services informatiques tout en accompagnant la transformation digitale des opérations et des fonctions de support.
Dans ce cadre, le PAM Mauritanie recherche un(e) stagiaire capable d’appuyer à la fois les activités d’opérations IT et les initiatives de digitalisation, afin d’améliorer l’efficacité des processus, la qualité des données et l'expérience des utilisateurs.
Ce stage offrira une expérience pratique dans un environnement humanitaire dynamique où la technologie constitue un levier essentiel pour soutenir les opérations du PAM.
Objectif du Stage
Contribuer au bon fonctionnement des services IT du Bureau Pays tout en soutenant les initiatives de digitalisation, d'automatisation et d'exploitation des données pour améliorer l’efficacité opérationnelle et la prise de décision.
Tâches et Responsabilités
Sous la supervision du Head of TEC / Business Transformation Officer et de l’IT Operations Associate, le/la stagiaire sera chargé(e) de:
Appui aux Opérations IT
Assurer un support technique de premier niveau aux utilisateurs et enregistrer les demandes d’assistance.
Participer à l’installation, la configuration et le déploiement des équipements informatiques (ordinateurs, écrans, imprimantes, téléphones et autres périphériques).
Assister dans l’organisation et le support technique des réunions virtuelles, formations et événements utilisant Microsoft Teams, Zoom ou les systèmes de visioconférence.
Effectuer des tâches de maintenance préventive et de diagnostic de premier niveau des équipements ICT.
Contribuer au suivi du fonctionnement des connexions Internet, équipements réseau et autres infrastructures critiques.
Participer à la gestion et à la mise à jour de l’inventaire des actifs ICT.
Fournir un support à distance aux bureaux de terrain lorsque nécessaire.
Appui à la Digitalisation et à la Gestion des Données
Collecter, nettoyer, structurer et consolider des données provenant de différentes sources.
Contribuer à la production de rapports, tableaux de bord et outils de suivi à l’aide d’Excel, Power BI, SharePoint ou d’autres plateformes approuvées par le PAM.
Participer à la digitalisation et à l’automatisation de processus métiers à travers les outils Microsoft 365 (SharePoint, Forms, Power Automate, etc.).
Réaliser des contrôles de qualité des données et participer aux activités de test et de validation des solutions numériques.
Documenter les procédures, flux de travail, guides utilisateurs et bonnes pratiques IT.
Contribuer à la sensibilisation des utilisateurs sur les outils numériques et les bonnes pratiques en matière de cybersécurité et de protection des données.
Exécuter toute autre tâche en lien avec ses responsabilités confiée par la hiérarchie.

Qualifications et Expériences Requises
Éducation
Le/la candidat(e) doit répondre à l’un des critères suivants :
Être actuellement inscrit(e) dans un programme universitaire (Licence) en Informatique, Technologies de l’Information, Data Science, Systèmes d’Information, Génie Informatique ou domaine similaire, avec au moins deux années d’études complétées ; ou
Être inscrit(e) dans un programme de Master dans l’un des domaines précités ; ou
Être récemment diplômé(e) dans un domaine pertinent conformément aux critères d’éligibilité du programme de stage du PAM, dans les six (6) mois précédant la candidature.
Autres critères d’éligibilité
Être apte à voyager et à travailler dans le lieu d’affectation du stage.

Connaissances Techniques

1. Contexte et justification
Le Programme Alimentaire Mondial des Nations Unies, ci-après désigné PAM, met en œuvre des interventions humanitaires et de développement visant à sauver des vies, préserver les moyens d’existence et contribuer à l’atteinte de l’objectif Faim Zéro.
Dans ce cadre, l’unité Finance joue un rôle essentiel dans la bonne gestion des ressources, la transparence des opérations, le respect des procédures internes et l’appui aux unités opérationnelles.
Afin de contribuer au renforcement de l’apprentissage professionnel des jeunes étudiant(e)s et d’appuyer les activités courantes de l’unité Finance, le PAM souhaite accueillir un(e) stagiaire de niveau universitaire.
Le stage offrira une exposition pratique aux tâches financières et administratives de base, tout en permettant au stagiaire de développer des compétences utiles dans un environnement professionnel, multiculturel et orienté vers les résultats.
2. Objectif général du stage
Ce stage vise avant tout à renforcer la capacité opérationnelle de l’unité Finance à travers un appui aux activités de gestion documentaire, de contrôle administratif, de suivi des dossiers et de traitement des opérations financières. En contribuant à ces activités essentielles au bon fonctionnement de l’unité, le/la stagiaire bénéficiera d’une expérience pratique lui permettant d’acquérir une meilleure compréhension des processus financiers, des normes de conformité et des mécanismes de gestion mis en œuvre au sein du PAM.
3. Tâches et responsabilités principales
Sous la supervision directe du Chargé des Finances ou de toute autre personne désignée, le/la stagiaire contribuera notamment aux tâches suivantes :
Appuyer le classement physique et électronique des pièces justificatives financières, conformément aux exigences internes d’archivage et de traçabilité.
Participer à la vérification de base des documents avant leur classement ou leur transmission pour revue.
Aider à la préparation et à la mise à jour de tableaux simples de suivi financier, notamment pour les factures, les paiements, les avances, les liquidations ou autres dossiers suivis par l’unité Finances.
Contribuer au suivi administratif des dossiers de paiement, sous la supervision de l’équipe Finance et dans le respect des procédures applicables.
Appuyer la collecte, l’organisation et la mise à disposition des documents nécessaires aux contrôles internes, revues ou audits.
Participer à la saisie, au rapprochement ou à la vérification simple de données dans des fichiers Excel ou autres outils utilisés par l’unité Finances.
Contribuer au suivi des dossiers relatifs aux fournisseurs, partenaires, missions, frais de fonctionnement ou autres transactions courantes, selon les besoins du service.
Assister l’équipe Finances dans toute autre tâche administrative ou financière compatible avec son niveau d’apprentissage et les besoins opérationnels du bureau.
4. Résultats attendus

Le/la stagiaire acquiert une compréhension pratique des principes de base de la gestion financière, du contrôle documentaire et de la confidentialité.
L’équipe Finances bénéficie d’un appui opérationnel régulier pour les tâches administratives.
5. Profil requis
Être inscrit(e) en licence et avoir complété au moins deux années d’études en finance, comptabilité, gestion, économie, administration ou tout autre domaine connexe.
Ou être diplômé(e) récemment (dans les 6 mois précédant la candidature).
Ou être inscrit(e) en master en finance, comptabilité, gestion, économie, administration ou tout autre domaine connexe.
Avoir une bonne maîtrise des outils bureautiques, notamment Microsoft Word et Excel.

Le/la stagiaire travaillera sous la supervision directe du Chargé des Finances ou d’un membre désigné de l’équipe Finances. Des orientations seront fournies au début du stage afin de clarifier les tâches, les attentes, les règles de conduite et les procédures internes pertinentes. Des points de suivi réguliers pourront être organisés pour accompagner l’apprentissage, évaluer les progrès réalisés et ajuster les priorités en fonction des besoins du service.
7. Confidentialité, éthique et comportement professionnel
Le/la stagiaire devra respecter strictement les règles de confidentialité applicables aux informations financières, administratives et opérationnelles auxquelles il/elle pourrait avoir accès. Il/elle devra également se conformer aux principes d’intégrité, de respect, de neutralité, de professionnalisme et de conduite éthique attendus dans un environnement des Nations Unies et du PAM.

Ces Termes de Référence pourront être ajustés en fonction des priorités opérationnelles de l’unité Finances et du niveau d’apprentissage du/de la stagiaire. Le stage a une vocation principalement formatrice et ne saurait se substituer à un poste permanent. Les tâches confiées devront rester compatibles avec le niveau académique du/de la stagiaire et être réalisées sous supervision appropriée.

Profil du candidat
Education/Experience:
Undergraduate degree in Accounting, Finance or Business. Graduate degrees such as an MBA preferred.
7-10 years experience in Treasury, Accounting and/or Finance.
Strong ability to drive process automation, straight-through processing, system integration, and data analytics using Power BI for cash visibility, forecasting, and operational reporting.
Proficiency in cash and liquidity management, banking operations, payments, intercompany funding, and bank account administration supported by hands on experience with Quantum TMS, online banking platforms, Microsoft Office, PowerApps, and CoPilot AI.
Highly analytical & data-driven mindset with strong attention to detail; critical thinking with problem solving skills; ability to work autonomously and as part of a team; ability to work well under pressure and balance multiple priorities to meet deadlines.

The financial exposure associated with LNG transactions is significant, with individual operational decisions and contractual actions often impacting values ranging from several hundred thousand dollars to tens of millions of U.S. dollars. As a result, team members are expected to exercise sound commercial judgment, strong analytical capabilities, and rigorous attention to detail in all aspects of contract and cargo management.
Through continuous engagement with traders, portfolio managers, counterparties, and operational stakeholders, the LNG Commercial Operations team serves as a key contributor to the optimization, reliability, and long-term success of the Company's global LNG business.
LNG Commercial Operations Activities
Manage LNG vessel scheduling and cargo operations within the U.S. Exclusive Economic Zone (EEZ), maintaining daily coordination with terminals, vessel owners/operators, captains, agents, surveyors, port authorities, the U.S. Coast Guard, and contractual counterparties.
Oversee the selection and engagement of third-party service providers, including independent surveyors, shipping agents, and other operational vendors.
Serve as the primary operational point of contact for vessel captains, agents, terminal operators, surveyors, and port authorities, providing voyage, bunkering, and scheduling instructions throughout cargo movements.
Coordinate the preparation and execution of voyage instructions, documentary requirements, cargo documentation, Bills of Lading, and inspection and agency reports.
Maintain and manage all operational documentation required for LNG vessel and cargo activities, including operational instructions, vessel reports, port logs, and shipping documents.
Collaborate closely with Trading, Portfolio Management, Contract Management, Middle Office, Back Office, and other support teams to ensure seamless cargo execution.
Communicate effectively with internal stakeholders and external counterparties regarding daily LNG logistics and operational activities.
Review and validate commercial and operational reports, including loading and unloading documentation, ensuring timely and accurate distribution of information.
Ensure accurate entry and maintenance of cargo and commercial activity data within the Company's trading and operational systems, while supporting deal lifecycle management and settlement activities.
Act as the operational liaison with the Company's Crisis Management Team during emergency or crisis situations.
Review, validate, and process operational invoices and related documentation.
Manage U.S.-based LNG bunkering operations.
Develop and maintain strong relationships with key LNG market participants, including terminal operators, shipping agents, vessel operators, and industry stakeholders.
Represent the Company in meetings with regulatory agencies, terminal operators, port authorities, and other external stakeholders.
Support Portfolio Management by conducting analyses related to cargo scheduling, loading programs, LNG heel requirements, and available volumes.
Evaluate operational schedules and market conditions to identify optimization opportunities that enhance portfolio value and support trading strategies, including production optimization and feed gas management.
Gather, analyze, and share market intelligence to support commercial decision-making.
Proactively identify opportunities to improve operational efficiency and maximize portfolio returns.
Contract Management Support Activities
Lead and participate in negotiations with counterparties and other shippers regarding contract amendments, operational agreements, and commercial arrangements while protecting the Company's interests and maximizing value.
Coordinate with internal stakeholders to review, evaluate, and implement contractual amendments and operational changes.
Negotiate delivery programs and manage requests for operational changes, including delivery windows, ports, vessels, and LNG specifications, within contractual parameters.
Continuously optimize delivery schedules in coordination with Portfolio Management and negotiate required adjustments with counterparties.
Manage the review and processing of invoices related to contract management activities, including high-value sale and purchase transactions.
Analyze and validate commercial reports to ensure timely, accurate, and effective information sharing among stakeholders.
Spot LNG Transaction Activities
Execute and manage all commercial operations associated with spot LNG cargo transactions.
Ensure compliance with contractual obligations and operational requirements throughout the transaction lifecycle.
Support traders following deal execution by coordinating logistics, addressing operational constraints, and ensuring contractual and regulatory compliance.
Serve as the primary point of contact with counterparties after transaction execution, ensuring efficient communication and issue resolution.
Coordinate with Portfolio Management and LNG Commercial Operations teams to establish schedules, manage rescheduling requests, and mitigate operational disruptions, including weather delays and force majeure events.
Manage nominations for ports, vessels, and delivery windows in alignment with trading and portfolio strategies.
Resolve scheduling challenges with counterparties while maintaining compliance with contractual obligations.
Analyze schedules and market conditions to identify opportunities that enhance portfolio value.
Monitor contractual amendments and operational changes throughout cargo execution until final delivery.
Provide operational expertise and support to Portfolio Management, Shipping Operations, Middle Office, Back Office, Credit, Compliance, and other internal functions.
Manage requests for operational modifications, including changes to ports, vessels, delivery windows, and LNG specifications.
Oversee claims management, including demurrage, boil-off gas, quality disputes, settlement agreements, and litigation support when required.
Escalate and report significant operational or commercial issues to management and trading teams.
Strategic Projects and Continuous Improvement
Support Trading Systems and Information Technology teams in the enhancement of proprietary software applications and operational systems.
Contribute to the development, implementation, and continuous improvement of internal controls, business processes, and operational best practices.
Lead or participate in special projects and strategic initiatives as assigned by the Head of LNG Contract Management & Commercial Operations.
Identify and implement process improvements that enhance operational efficiency, risk management, and portfolio performance.
Accountabilities:
Operates within the Company's established Delegation of Authority and is accountable for the safe, compliant, and successful execution of LNG cargo operations and related contractual activities.
Ensures all activities are conducted in accordance with TGPNA policies, procedures, and regulatory requirements, with particular emphasis on Trading Compliance, Safety, and operational excellence.
Collaborates closely with the LNG Commercial Operations team and LNG Trading team to ensure alignment of operational and commercial objectives, supporting the optimization and value maximization of the LNG portfolio.

Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) is a specialized agency of the United Nations dedicated to defeating hunger and improving food security, nutrition and sustainable agricultural development. The Food and Agriculture Organization of the United Nations (FAO) is implementing the Pandemic Fund project ,"From Early Warning to Early Action: Building Zimbabwe's One Health Pandemic Prevention, Preparedness and Response (ZIPOH)", to strengthen integrated national systems for prevention, preparedness and response to health threats. The National One Health and AMR Coordinator will serve as the principal national focal point for coordination of One Health and antimicrobial resistance activities under the project.
This position offers a unique opportunity to contribute directly to Zimbabwe's national health security agenda by strengthening One Health coordination, antimicrobial resistance (AMR) governance, integrated disease surveillance, laboratory systems and multisectoral collaboration. The incumbent will play a key role in advancing national pandemic preparedness and response capacities while supporting implementation of Zimbabwe's One Health and AMR priorities.
Reporting Lines
Under the overall supervision of the FAO Representative in Zimbabwe and the functional supervision of the Assistant FAOR (Programme), with technical guidance from the SFS Livestock Development Officer/Lead Technical Officer and relevant regional and headquarters technical officers, the incumbent will collaborate closely with the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development, Department of Veterinary Services, Ministry of Health and Child Care, Environmental Management Agency, Zimbabwe Parks and Wildlife Management Authority, academic institutions, research organizations, AMR Technical Working Groups and development partners.

Technical Focus

The Human Resources Support performs the following functions within the framework of the country programme:

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Programme Policy Officer (Partnerships) will be reporting to the Deputy Country Director and working closely with the Country Head of Programme and CSP Activity Managers.
JOB PURPOSE:
To achieve the above strategic objectives and implement relevant projects and programmes effectively, WFP partners with UN Agencies, and enters into Partnership Agreements with Government institutions, NGOs and Academia, through Memorandums of Understanding (MoUs), Letters of Understanding (LoUs) and Field Level Agreements (FLAs) as relevant, where roles and responsibilities of Partners and WFP will be detailed.
The Partnership sub-unit is a crucial part of WFP Tanzania for managing effective and efficient partnerships with significant number of cooperating partners, including Government, NGOs, UN,
University and Private Sector Partners. In addition to ensuring technical quality of FLAs, MoUs and LoUs, the Programme Policy Officer (Partnerships) is expected to provide leadership, training and mentoring to Country Office and Field office staff who interact with Partners, as part of long-term capacity strengthening effort across WFP Tanzania.
KEY ACCOUNTABILITIES/RESPONSIBILITIES:
Contribute to building and maintaining effective and efficient partnership relationships with NGOs, UN Agencies, Academia and Government Agencies for the implementation of WFP activities and programmes under the CSP.
Provide guidance in the process of FLA/MoU/LoU development and management, ensuring all the review and due-diligence processes are followed in line with corporate guidance, from issuing Calls for Proposal through the UN Partners Portal (UNPP), throughout the selection process, the awarding and signing of Agreements, the registration of the Agreement into WFP’s corporate systems, the implementation of the Agreements and the final evaluation of the Partners.
Provide trainings and orientation to other units, Field offices and Cooperating Partners on the UNPP process.
Convene and support Cooperating Partners Committee (CPC) meetings and CP Technical Evaluation Committee (CPTEC) meetings by acting as Secretary to both CPC and CPTEC; Ensure Technical and Financial Evaluation of Proposals by CPTEC members follow corporate guidance and SOPs.
Respond to queries from CP related to the selection Process, awarding and performance evaluation and capacity building requirements
Oversee implementation of Special Operating Procedures for FLA/MoU/LoU management and updating/revising the SOPs based on new changes/corporate guidelines.
Support Activity Managers in ensuring submission of quality progress reports and invoices by Partners is timely and follow corporate guidance and FLA/MoU/LoU requirements; ensure corporate systems such as Invoice Tracking System (ITS) is used to process invoices and payments.
Together with the Finance, Supply Chain units and Activity Managers, participate in CP compliance spot check exercises, ensuring drafting and submission of reports to management.
Work closely with relevant Country Office units to ensure the end-to-end CP management process complies with corporate guidelines, policies and procedures and minimize WFP’s exposure to risks.
Support the capacity strengthening of CPs and WFP Field offices and technical units’ staff on FLA processes, including budgeting, proposals development, capacity assessments, performance assessment, and reporting.
Provide information and reports on partnerships for program and management briefings, taking points, and Annual Country Reports (ACR). Maintain an up-to-date Partnerships Tracking Sheet and give advance notice to Activity Managers on approaching expiry of FLAs/MoUs/LoUs, and actions required for renewal/extensions/amendments
Manage requests for Budget Revisions, Extensions and Amendments to existing FLAs/MoUs/LoUs as per corporate guidance
Any other assigned duties.
FUNCTIONAL CAPABILITIES
Programme Lifecycle & Food Assistance - Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.
Transfer Modalities (Food, Cash, Voucher) - Demonstrates ability to analyze and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development
Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) - Demonstrates the ability to interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation and monitoring.
Emergency Programming - Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.
Strategic Policy Engagement w/ Government - Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in Business Administration, Partnership, Project Management, Economics or other relevant field. Additional professional training in project management, statistical analysis and/or operational planning and management is desirable.
Experience:
At least 4 – 6 years’ experience in similar position performing analysis of medium complexity and presenting the information to meet various audience needs.
Strong organizational and planning skills, and proven experience working effectively with Partners during the execution of projects and programmes.

Education:

L'Assistant aux achats assumera la responsabilité de la bonne mise en œuvre de diverses procédures et activités d'achat nécessitant qu'il interprète dans une certaine mesure les orientations et pratiques standard à sa disposition. Il doit pouvoir recommander des lignes d’action simple aux collègues à divers échelons, peut assigner des tâches à d’autres membres du personnel et être amené à leur fournir un appui technique. PRINCIPALES RESPONSABILITÉS (non exhaustives)

1. Effectuer des activités administratives d'achat en temps voulu et de manière efficiente afin d'aider les administrateurs à acquérir les biens et services dont ils auront besoin pour mener les opérations sur le terrain avec efficacité.
2. Regrouper les données et établir et distribuer les documents y afférents, afin de contribuer à la réussite des programmes d'achat et des activités opérationnelles (émission des appels d'offres, évaluations des offres et négociation/attribution des contrats, par exemple) en veillant au respect des procédures standard.
3. Examiner, enregistrer et classer par ordre de priorité les demandes d'achat, en s'assurant que toutes les pièces justificatives ont été communiquées et que les fonds sont disponibles, afin de permettre l'acquisition des biens et des services.
4. Coordonner et superviser la livraison des produits achetés, en vérifiant leur réception et leur inspection et en mettant en oeuvre des mesures de suivi pour s'assurer que les produits parviennent jusqu'au Siège et jusqu'aux opérations sur le terrain.
5. Effectuer des recherches et regrouper et présenter les informations dans des formats normalisés, afin de permettre une prise de décisions en connaissance de cause et de communiquer des informations aux parties prenantes de manière harmonisée.
6. Actualiser, gérer et alimenter les bases de données et les fichiers appropriés, afin de s'assurer que les informations sont exactes, structurées et accessibles, et facilitent le respect des exigences en matière d'établissement des rapports.
7. Assurer la liaison avec les collègues pour faire en sorte que les activités d'achat s'inscrivent bien dans les programmes plus vastes et adopter une démarche concertée pour satisfaire les besoins d'assistance.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. WFP's mission is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works globally to ensure that no child goes to bed hungry and that the poorest and most vulnerable—particularly women and children—have access to the nutritious food they need.
The food insecurity situation in Somalia remains fragile due to the combined effects of below average and poorly distributed rainfall, limited household access to income opportunities, elevated and stagnant high food prices, ongoing insecurity, and conflict. WFP Somalia’s five-year Country Strategic Plan (CSP) 2026–2030 emphasizes a focus on saving lives while building resilience and self-reliance; prioritizing the most vulnerable, especially women; children, and marginalized groups; shift form project-based to integrated, people centred programming and emphasis on localization, transparency, and accountability, with robust field-level oversight and digital solution.
Currently, WFP Area Offices in partnership with its cooperating partners is implementing various programmes to assist the most vulnerable people in terms of food security, safety nets and nutrition. The total assistance is provided through the following programmes:
Unconditional lifesaving humanitarian food assistance through unconditional food/ cash transfer to the most vulnerable people during emergency and crisis
Unconditional safety nets programme: assistance to the urban poor through a safety nets programme and Safety Nets for Human Capital Project (Baxnaano)
Nutrition programmes: Moderate acute malnutrition treatment (TSFP) for children under 5, pregnant and lactating mothers; stunting malnutrition prevention amongst children under 2 and pregnant/ lactating mothers (MCHN), and malnutrition prevention during the crisis and lean seasons for the same targets (BSFP).
Conditional safety nets programme: support to livelihoods consisting of life skills/ vocational training and assets creation; and School Meals Programme
Capacity strengthening for government and other local institutions as part of the localization agenda
The Programme Policy Officer (CBT/Identity management) is responsible for overseeing the implementation of cash and voucher-based assistance programs. This role ensures that all activities comply with WFP policies and procedures and involves collaborating with both internal teams andexternal partners to research, design, and refine program strategies. The officer supervises daily operations, supports WFP staff, monitors program outcomes, contributes to reporting requirements, and identifies lessons learned to improve future interventions. The goal is to deliver effective digital cash assistance to vulnerable populations while maintaining high standards of compliance, coordination, and continuous improvement.
WFP Somalia is providing In-kind and Cash assistance to vulnerable populations yearly through relief, school feeding, livelihoods, safety nets, nutrition, food systems and livelihoods as well as capacity strengthening for key government line Ministries.To run properly the above programmes and in an accountable way to the beneficiaries, the government, the donors and the stakeholders, WFP Somalia is seeking a staff with the right skills to fulfil various tasks.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Under the overall supervision of the Head of Area Office, and under the technical supervision of the Head of CBT-IDM, Country Office, the incumbent is responsible of the following tasks:
Collaborate with the PPO DAS, AO Programme team, internal teams, and external stakeholders (including cooperating partners) to research, design, and implement cash and voucher-based programs, including operational arrangements.
Supervise the day-to-day management and implementation of the programme, addressing operational issues, raising awareness on program objectives and assistance transfer procedures, interacting with programme stakeholders (such as WFP partners and government departments), and coordinating with ongoing programmes. This includes providing training and support to WFP staff on good practice guidelines.
Ensure the programme remains compliant with all WFP policies and procedures.
In cooperation with stakeholders, recommend ways to refine the programme to improve services for beneficiaries and facilitate implementation by WFP.
Ensure coordination of field-level monitoring of implementation, including outputs and outcomes.
Complete all internal reporting and contribute to external reporting obligations (such as daily reports, updates, situation reports, monthly reviews, and donor reports).
Identify lessons learned and best practices for use in future WFP cash and food programme interventions.
Work with AAP, Protection, Gender and Monitoring and Evaluation functions at the Area and Country Office to ensure effective mainstreaming in the unit’s practices, analytics and, and tools. Ensuring the significant contributions to the programme efficiency and accountabilities.
Coordinate with the monitoring and evaluation activities in the Area office, including supervision of 3rd party and WFP monitoring for all activities including nutrition, livelihoods, relief, safety nets and school feeding programmes.
Participate and contribute to the field level food security cluster, referral management systems, Area Based Coordination (ABC) and Cash Working Group (CWG), food security working group and Operational Information Management (OIM).
Perform other duties as requested by the Area Office Management
QUALIFICATIONS AND EXPERIENCE
Education: University degree in economics, information technology, statistics, business administration or international development, accounting, data management, or first university degree with additional years of related work experience and/ or trainings/ courses.
Language: English Language: Fluency (Level C), and fluency in Somali Language
REQUIRED EXPERIENCE:
At least three years of progressively postgraduate job in development, project management, food or non-food assistance management. Professional experience in monitoring, evaluation, capacity building and reporting of development/humanitarian projects would be and added advantage.
Proven track record of programme implementation in a humanitarian environment.
Experience working with cash and/or voucher-based programming in emergency or post-emergency settings.
At least 2 years of professional experience managing projects related to humanitarian assistance, data analysis, research, and programme implementation.
Proficiency in data analytics and database management, with demonstrated ability to utilize data effectively.
Strong expertise in Cash-Based Transfer (CBT) methodologies, including mobile money and voucher systems.
Excellent skills in reporting and financial reconciliation, ensuring accuracy and compliance with organizational standards.
Demonstrated proficiency in utilizing digital humanitarian assistance tools to support program objectives.
KNOWLEDGE AND SKILLS:
Experience in monitoring and project oversight, and cross -functional work approaches.
Computer skills: Experience using Office applications (MS Excel, MS Word and MS Power Point) SPSS, STATA, R and/or other statistics software.
Communication skills: Good communication skills in writing and verbal in English and Somali, negotiation skills
Management skills: team leading skills, supervision, coordination, planning, organization and monitoring skills.

In this role, you will serve as the Solution Architect for Gas & Power Trading applications and act as a cross-functional technology advisor across multiple systems and teams. You will lead the design and integration of solutions that enable new trading activities, business initiatives, and market expansion while ensuring alignment with business objectives and enterprise technology standards.
You will own end-to-end solution architecture across the gas and power trading landscape, encompassing both in-house developed solutions and third-party vendor applications. As the subject matter expert for solution design, you will ensure that technical and functional architectures adhere to established methodologies, comply with regulatory and corporate requirements, and remain scalable to support future business growth.
Key Responsibilities:
Solution Architecture & Business Enablement
Design and deliver technology solutions to support new business activities, including congestion trading, complex tolling agreements, market expansion initiatives, and other trading products.
Gather, analyze, and document business and functional requirements.
Develop and present architectural designs, process flows, and system integration models to stakeholders for review and validation.
Challenge and simplify unnecessary system complexity while ensuring business objectives are achieved.
Drive cross-functional alignment and take ownership of architectural decisions and solution outcomes.
Systems Integration & Technology Leadership
Collaborate closely with adjacent technology teams to design optimal integrations between applications while considering current system capabilities and constraints.
Serve as a trusted advisor on technology strategy, architecture, and application design across the trading ecosystem.
Evaluate and recommend technology solutions that align with enterprise architecture principles and business objectives.
Identify opportunities to leverage global technology initiatives and standards to increase operational efficiency and reduce duplication.
Governance, Risk & Compliance
Ensure adherence to local and global IT standards related to cybersecurity, architecture, governance, scalability, and operational resilience.
Proactively identify, communicate, and escalate technical risks, dependencies, and delivery challenges to management.
Ensure all development and technology activities comply with legal, regulatory, and audit requirements, including SOX, FERC, NERC, and other applicable standards.
Collaborate with Cybersecurity, Infrastructure, and Project teams to ensure compliance with Change Advisory Team (CAT) processes and other corporate governance requirements.
Project Delivery & Transition to Operations
Support project planning activities, including milestone definition, effort estimation, and timeline forecasting based on technical and functional complexity.
Define go/no-go criteria, testing strategies, regression testing plans, cutover approaches, and contingency plans to ensure operational stability during deployments.
Establish project transition frameworks and operational readiness documentation.
Partner with Project Managers to define RACI matrices, service-level agreements (SLAs), support models, and ownership structures for post-implementation support.
Take ownership of the transition-to-run process, ensuring support teams clearly understand their responsibilities and operational procedures.
Coaching & Knowledge Sharing
Mentor and coach team members on system architecture, trading domain knowledge, and technology best practices.
Promote collaboration, architectural consistency, and continuous improvement across the broader technology organization.
Accountabilities:
Ensure the effective architecture, integration, and governance of energy management and trading IT systems, with a strong focus on compliance, security, scalability, and alignment with global standards. Lead solution design initiatives, provide technical guidance to delivery teams, and advise on technology strategy and solution selection while supporting major transformation programs across the power and gas trading landscape. Contribute to project delivery and ensure all developments comply with applicable regulatory, legal, audit, and corporate governance requirements.
Profil du candidat
10+ years of experience working within energy trading organizations, with extensive exposure to major trading platforms and processes, including ETRMs, bid-to-bill systems, forecasting solutions, physical power dispatch, and related trading applications.
Strong understanding of software development methodologies, databases and data lakes, system integrations, cybersecurity, and other technical disciplines required to support complex trading technology landscapes.
Deep expertise in the U.S. power markets, with subject matter knowledge across power trading, market risk, scheduling, settlements, and energy management systems.
Comprehensive knowledge of IT architecture, software development, and systems integration, complemented by experience in project delivery, enterprise architecture frameworks (e.g., TOGAF), and modern software development methodologies.
Experience with cloud platforms and integration technologies, particularly AWS, is highly desirable, as is exposure to contract management and procurement processes.
Demonstrated ability to define and communicate a strategic technology vision, design complex enterprise solutions, and provide mentorship to architects, engineers, and project teams.
Excellent communication, stakeholder management, and organizational skills, with the ability to manage multiple priorities and deliver results in a fast-paced environment.
Accountable, proactive, and collaborative, with a proven ability to build strong relationships and foster a positive, high-performing team culture.
Bachelor’s degree or higher in Computer Science, Engineering, Information Technology, or a related technical discipline, or equivalent professional experience.
